Could Super Vegeta go SSJ3 if he wanted to?

Perhaps he wanted to show that he had SSJ2 at all.
I don't think that's suggested. There's no reason to bother suppressing SSJ2 that much, plus for it to be equal to SSJ3 Goku the multiplier would have to be higher than a regular SSJ2 unless Trunks' SSJ1 is twice as strong as Goku's SSJ2 which seems unnecessary

Who cares how the forms between characters compare? SSJ2 Vegeta was dominating SSJ Goku Black whose base was already stronger than full power SSJ2 Trunks. So there is not parity between different Saiyans and their forms' power levels.

Who cares how the forms between characters compare? SSJ2 Vegeta was dominating SSJ Goku Black whose base was already stronger than full power SSJ2 Trunks. So there is not parity between different Saiyans and their forms' power levels.
Because Trunks is definitely the weakest link in the trio, and even gets used as a benchmark to show Future Zamasu is no big deal in terms of power. If he goes SSJ2 for a mostly even fight against SSJ2 Goku and rivals his SSJ3 in the full power of his SSJ2 form, not to mention he openly says he wasn't satisfied with the form's normal power being his limit:

Then quite clearly it indicates this new power of his is in fact a limit breaking version of SSJ2.

2. He wasn't satisfied with the power increase of the transformation and found a way to increase the amplification factor.

I think we need more than that dialogue as it's a little vague.

I think this indicates that Trunks was dissatisfied with SSJ2 level power and trained the form itself. It makes far more sense with the narrative presented than Trunks suppressing his SSJ2 to less than a third of its normal power just to fuck around with Goku or some such nonsense. Plus Vegeta's dialogue straight after Trunks powers up his SSJ2 form confirms that powering up so much without transforming (or rage I suppose) is unheard of.

What do you make of SSJ2 Vegeta being on par or stronger than SSJ Black then? Did Vegeta learn this form from training with Trunks or was tapping into rage or something else?

I think Vegeta probably learned it from Trunks, and applied the traits of his rage boost against Beerus to the SSJ2 form as SSJ3 is so inefficient that it's a lost cause to try to strengthen it and not SSJ2.

The anime cheapened SSJB way too much. Base Black shrugging off SSJB hits was cool but it made Blue look even more like a cheap color change than it already is

Yeah it's weird how the anime hypes up Rose as such a huge Amp when Black was already tanking Blue Vegeta and wasn't instantly disintegrating them in Rose.

Reductio ad absurdum.

Any time they improve their base power with training they have "powered up without transforming" as well.

Right, but even with a similar case such as MSSJ Goku from the CG we didn't see him with his aura up fighting at 27% of his power lol, a greater suppression than the power boost from SSJ2 itself which makes it retarded to use a draining form compared to regular old MSSJ to begin with

We can infer it's some powered up form of SSJ2 anyway given that Goku said he'd definitely need God to defeat Black and it wouldn't be a cakewalk, and this was the case even before he saw him power up to SSJ (something he didn't know he could do). Plus Super does unexplained bullshit all the time anyway like Goku learning Hakai from watching Beerus use it or Kibito getting a massive boost to his abilities for no reason.
