If Goku was 30, I'd say 20-25 tops. He went down so easily from the most minimal effort of Goku. It's hard to judge him, but he should at least be well above regular human level. I don't think the General of the RRA would be weak enough to be taken down by a regular human.

Goku ( Post Korin ) can one shot Akkuman, who can one shot Mummy, who can probably beat 21st Budokai Goku.

Tao's power is more or less irrelevant here as long as those specifications are met.
