Did Evil Boo use different power levels against Gotenks?

Not initially. I'm referring to SSJ Gotenks and SSJ3 Gotenks. SSJ Gotenks actually made Boo feel pain with a physical attack, and was able to fuck him up badly with the Kamikaze Ghosts. SSJ3 Gotenks then only had a slight advantage against Boo. I don't feel this makes sense if SSJ Gotenks was like 16x weaker than his SSJ3 counterpart. Did Boo power up?

I think it would make sense he powered-up, at-least in an Initial Perfect-Cell like way. Where his initial-level isn't what it seems.

Indeed. He is initially Base Gotenks' equal, then makes a silent power up to what he fights SSJ Gotenks as. Then yet again into how he fought SSJ3 Gotenks. IMO of course.

I'd say he powered-up to true-power before, probably. Like when he screamed his way out of the RoSaT, especially since Gotenks also needed Super-Saiyan 3 in-order to get out of there, and they are close to each-other.

I don't think he did. Before Gotenks transformed into SS3, Piccolo admitted that Boo is really strong compare to SSJ Gotenks. Moreover, it takes SS3 for Gotenks to rip off the dimension and Boo did just that which proves that Boo was using the same power all along.

Context: following the above quote, Piccolo is of course immediately proved wrong

Boo was using the same power all along.There is no power up stated.
Gotenks was only able to ''hurt'' him with a gag attack and the Kamikaze Ghosts, which were only able to damage Boo thanks to the nature of his body.

You can say he used the same level if you give SSJ3 a very small multiplier for fusions.

He may have been using his full power, but he was messing around and not taking Gotenks very seriously at all, which is why Gotenks wasn't eviscerated by him.

yeah I don't really buy the super small multipliers for fusions thing. Boo might have just been messing around or didn't quite unveil his power until they left the Rosat I guess.

Boo was definitely messing around and got serious once Gotenks was kicking his ass and Piccolo backs it up.

Piccolo: “N-no…He is weakened…I don’t know about physically, but he’s weakened a little mentally…! Th-this is the first time…that he’s fought someone strong like you…He’s feeling flustered by someone whose strength is at least on par with his own…”
Gotenks: “Dehhehheh! So in other words, Majin Boo’s freaked out, huh!? That’s right! My strength ain’t half-assed! I’m the best in the universe!”
Piccolo: “Don’t let your guard down! He’ll be coming at you frantically now…!”

Yeah, I think he did a power up. He displayed his full power when he broke the dimensions IMO.

Seems like a power-up to me. Goku immediately sensed him when he left the rosat, so we know he wasn't in a suppressed state.

Goku can sense anyone on Earth from Kaioshin realm. He can even sense Base Gohan from Checkin STattion.

There's a difference between actively sensing someone and their attention being grabbed by a huge power. When Boo leaves the rosat, his presence quickly got Goku's attention. This was pretty similar to everyone sensing the change to Super Boo on the Kaioshin realm, as well as Goku's Super Saiyan 3 transformation. Goku couldn't sense Base Gohan on Earth, so Otherworld was most likely a lot closer to the Kaisohin realm than the Earth was.
