Did Evil Boo use different power levels against Gotenks?

Dabra was suppressed when he attacked them on the mountain. He fought Gohan at full-power.

There's also Kid Boo who blew up the planet with a Vanishing Ball, but went on to reveal his power when he fought Goku.

The only Boo that really did any visible power-up's was Fat Boo.

I think Kid Boo did raise his power when he used the planet destroying ball, as Goku didn't try to stop the attack as a SSJ3. But true, he doesn't seem to have gone full power until fighting Goku.

Another thing is that Kaioshin never tries to use Kibito's teleportation to their advantage. Like, you'd think after having allowed Spopovich and Yamu to drain someone as powerful as SSJ2 Gohan just to follow them to the spaceship, Dabra and Babidi being outside the ship opens a perfect opportunity to just zap themselves inside Boo's ship instead of just sitting there like morons, right? But no, Kaioshit's pussy nature had to take over and give him PTSD :troll

The only explanation I can think of for the Gohan being gone forever shit is if they thought Gohan literally got blasted to the end of the universe, came back to life, then suffocated. Or, Piccolo knew how awful his ki sensing got in this arc and didn't think it weird that he couldn't sense Gohan's ki, tried again, then assumed Boo just killed him a second time off-screen. :cage1

Of course, there's no way :troll thought that through.

Lol.

One explanation I used was they assumed the dragon balls don't work on Gohan for some reason.
its possible. After all, there was already a precedent. 18 and 17 couldn't be affected by the Dragon Balls against their will, same with Goku after Namek when Porunga tried to zap him to Earth. I guess Gohan just hates being revived or something :cage1

Lol, Kaioshin. The type of guy who's thankful you're giving him help, only to think you're too weak to be helpful in the first place.

Piccolo easily dices Bobbidi in two, but Kaioshin thinks he's better off slamming him to the floor while Gohan fights Dabra. What kinda stupid shit is that? Can Kaioshin physically overpower anyone?

We weren't shown how the fight between Dabura and Gohan started so it's possible he powered up during their fight but wasn't shown in the manga. Beside, we didn't see Gohan powered up into SSJ when he fought him too.

And also Super Boo did power up here.

Pure Boo was probably at full power since Goku stated he must fight him at full power which implies that Boo is >>> SS2

When Kid Boo was formed, both Goku and Vegeta thought he was nothing much. After he arrived on the Kaioshinkai Goku resorted to using his full power out the getgo.

Goku only comments on Dabra being stronger than expected after he'd already been fighting Gohan for that whole chapter. If he indeed did a visible power up it would've made more sense to include that scene and have Goku remark about it there.

If that's a power-up, why can't Boo yelling and tearing through a dimension be one?

Piccolo also talks about him using his fantastic power to rip apart the dimension too.

Good point. Didn't Boo also look rather surprised when he opened up the hole? Kinda reminds me of a Kid Gohan moment where he just got mad and did some shit he never thought was possible.

Yeah, he panicked when the hole shrank a bit and instantly liquefied himself to be able to go through it. He definitely didn't intend for that to happen. I guess by virtue of being the main villain he gets to keep that rage boost though :troll

I thought that everyone have Viz about when it comes Goku's statement here.

Herms:
Chapter: 455 (DBZ 261), P6.1-2
Context: as Dabra fights Gohan
Goku: “Magic, huh? He’s way stronger than I thought, ain’t he?”
Vegeta: “Hmph…Even so, he’s not an opponent [he? we?] can’t win against. [Gohan]’s so pathetic…So much so that he was stronger as a brat…”
Goku: “He really did slack off!”

As for Pure Boo.

WHen he formed, Goku and Vegeta thought he was nothing much? DOes that mean Goku underrestimate Boo here too? Note likely since he said they can manage something against him which mean that Goku can manage something with his SS3 and that makes Boo already at his full power.

Both underestimated Boo. It's just Goku did it to a lesser degree than Vegeta.

Boo's Vanishing Ball shows he underestimated his power considering he said the attack was too strong for them to deflect. Why would he be so surprised if he was already aware of his true power?

When he was about to blow the Earth up, Goku said they couldn't stop his attack.
