If Cell had Burta's cells would the Z fighters be utterly defeated? Piccolo wouldn't be able to hold up Imperfect Cell, Vegeta would arrive too late, 16 might hold off Cell, but either way Cell becomes Perfect again and nobody can catch him. Then he flies backwards around Earth and kills them all again.

Captain Ginyu is implied to be faster because he is surprised Goku is faster than him, which he shouldn't be if Burter was faster than him.

Butta has the fastest travel/movement speed... or at least he used to. His reaction/combat speed is obviously far below Ginyu and Freeza's.

Burter is the fastest fighter other than those with higher power levels than him. TFS did a proper takedown of him.

Yes there is. They have shown dodge speed far higher than the speed they use for long distance travel.

Goku and Piccolo can react to each other's ki blasts when they are near 400 power level. Piccolo's blast at this level could reach the moon and destroy it in mere seconds. That's relativistic dodge speed.

Goku takes more than a day to return from King Kai's planet across snake way. If he was merely light speed he could do it in seconds. If Goku were traveling at 1% light speed he'd be home in about 6 minutes.

Golu is flying across Snake Way far slower than the speed he uses to dodge ki blasts that can reach the moon in seconds, and this is after he gets 20x more powerful.

No, Ginyu could keep up with Goku's speed, Burta could not.

@ScottyFamalam If there's no difference between any speed a character has then why do we see different max speeds for different situations like I described before?

Looking at Burter specifically, it could be the case that this slogan was rooted in truth -- as far as he knew -- in the distant past, then morphed into purely an internal gimmick as undoubtedly higher level beings (Ginyu, Frieza) came about.

It's kinda curious though that Ginyu himself said that throwing the Dragon Ball away would be useless as Burter could pick it up as he's the fastest in the universe. I know that in the end it doesn't hold up, but it's kinda funny when Burta's power level should be ~ 40,000 and his speed couldn't even match up to suppressed Goku using ~ 60,000

Yeah, it can be remedied in a number of ways, but that statement is so point blank that -- even so -- it's questionable enough to discuss I suppose. Putting Ginyu and Goku aside, what precedent does that set for the final boss when his speed won't be anything to marvel at

No, because he had a lower power level. It's explicitly stated in the early arcs that power level equates to other attributes. He would be faster than Recoome and Jeice who share the same power level.

The bold part means there are special cases where speed exceeds PL and Burter's such a case. In which case, I wonder by how much he exceeds the speed expected at his PL. Like is his speed typical of a 20% higher PL? 10%? 50%?

Hard to say man. I'd say he'd have a 10 percent edge as in the earlier arcs the gaps in power and other attributes were closer than in later arcs. He might have only had a 5-7 percent edge but that's enough to be a lot quicker than someone with the same powerlevel.
