Not really. After fusing with Nail, Piccolo said he would kill Vegeta after he was done with 2nd Form Freeza, while Goku, who is known for being pure, would be willing to spare Vegeta since the Saiyan Prince helped his friends in the fight against Freeza. That proves Piccolo is less pure than Goku and therefore not pure. Paraphrasing TFS Vegeta: "You either have a pure heart or you don't, there's no grey area."

Yes, he did. That's why Kami ultimately merged with him. He redeemed himself over time with his selfless acts reflecting he had fixed King Piccolo's evil.

Depends on what defines being pure. If Kuririn can't ride on Kintoun, Piccolo certainly can't. He's not evil though.
