Red Ribbon army is a very special saga to me. The fights were still much weaker than in the later sagas, but it's the one that better reflects how much an adventure may be to go after the Dragon Balls.
It had memorable characters like General Blue and Tao Pai Pai (Tao Pai Pai killing Blue impacted me a lot when I was young), it showed a lot of locations and the sense of humour was good with Bulma and Krilin returning again.

I give it a solid 7,5/10

Now, the 22nd Tenkaichi Budokai.

This arc overall felt a weaker story than the previous Budokai. Although it was far different and a far more focused plot in it's school rivalry theme, it also made it's contestants far less diverse in their goals, with the only two people not associated with this theme being fodder characters. It also felt that this arc was lacking in using it's potential thoroughly. For instance, Tenshinhan pulling a 180 from one conversation with Roshi and a single battle was pretty poor and it would've made more sense for his perspective to be gradually changed throughout each section of the arc. Tsuru Sennin's character had the potential to be far more complex due to his genuine emotion driven desire to avenge his brother, yet any kind of subtlety or moral greyness was thrown away during the finals. It also doesn't help that the supporting cast were removed from the plot as soon as Yamcha lost, reducing the amount of character interactions.
Nevertheless, this arc wasn't without it's high points. Aside from Goku VS Pamputto, all the major fights were unique and interesting, with the final match being my favourite in the series in terms of choreography and entertainment. Though Goku's loss here wasn't as interesting or engaging as the previous Budokai, it still showed a battle with interesting twists. Roshi and Kuririn's characters were also pretty well handled, with Roshi's acknowledgement of his era coming to an end, whilst Kuririn showed some well earned confidence and ability in his match with Goku.

Score - 4.5/10

Anime-wise though, I'd say this arc was far better, as it fixes a few of the problems. For instance, the first episode displays a real sense of togetherness with the gang's reunion, something only the 23rd TB would focus on manga-wise. Tenshinhan having been introduced in the previous arc's training segment also helped build up his character far more, as manga-wise, Goku was essentially out of the loop on who he was until the match with Yamcha. The fight with Pamputto was also more interesting due to the events before the match and most of the supporting cast still stick around after Yamcha's defeat. The only real problem I have with the anime version is Roshi's monologue after the final match of Ten now "walking the path of light" being childishly simplistic in it's moral tone, but since it's not a major plot point, I wouldn't say it changes the score much.

22nd Budokai is where the tension arises. We've got Turtle hermit vs Crane [whatever it was] which build a tension that I've been looking for. Tien beating Yamcha and injuring him made him even more dangerous although Chouzu should have been used better than just a companion of Tien. Roshi realizing that the new generation of martial arts is safe and therefore finally retiring [although he's back in Super] is a touching moment with him and Tien having a great conversation is where a torch is passed [which I disagree since Roshi passed it on Goku on the previous tournament.].

Goku VS Krillin left so much to be desire and should have been better than what we got, Krillin should at least give Goku a hell of a fight but it's too clear that he's nothing compare to Goku.

22nd World Martial Arts Tournament- 9.5/10

Very good saga and by far the best tournament in the series. All of Tien's fights were incredible. Yamcha vs Tien showed us awesome speed and both characters got some awesome shots in. Tien vs Jackie Chun was good as well, it was quick but all of it was true martial arts. Tien vs Goku being the finals was expected to be good and it was. It's probably the second best tournament final, but it was definitely awesome. They really made it look like Goku was going to win in the end and yet he didn't, I liked that. Jackie Chun vs Manwolf wasn't anything special really, it was just to fill in a spot really. Chiaotzu vs Krillin wasn't as exciting as Yamcha vs Tien, but it was fun to see Krillin outdo the dumb fighter with mathematics. Goku vs Pamput was seconds, but it was an awesome demonstration of Goku's new strength. Goku vs Krillin wasn't the best of fights as Krillin is incredibly annoying throughout. But once Goku actually tried a little, he completely owned Krillin and that was the best.

22nd Budokai

This Arc introduces a much more serious tone that persisted until the Buu Arc. The Arc also introduces the rivalry between the Crane school and the Turtle School, which has a great build up trought the tournament. The fights are just amazing, mainly the ones with Tenshinhan, who shows amazing techniques like the Four Witches technique and the Kikoho. Chaotsu is introduced as someone really dangerous with his psychic powers, something i really missed on the rest of the series. On the other hand, Tenshinhan's transformation into a good guy seems forced, with only a few words from Roshi and a "Asshole master" momment from Tsuru. Talking on the Crane Hermit, he had the potential to be showed as a great character, something missed due to the focus on Tenshinhan and the tournament fights.

Now, the Piccolo Daimao Arc.

This arc is one that definitely increased the tension far more than any before it, with a far stronger foe, multiple character deaths and the plot armour that is the Dragon Balls being removed half way through. However, good tension can only mean so much when not coupled with good writing.
One of the main problems is that once Goku encounters Daimao, the arc's general structure becomes a copy of the RRA Arc's Taopaipai segment; Goku encounters an opponent he'd helpless against, goes to Karin and with the help of the water kept there, is able to defeat his opponent. The worst thing about this, however, is that it's far less interesting this time around due to Goku not gaining any sort of new philosophy from this power up and didn't require anywhere close to as much effort as the Choseisui, which wasn't just a plot device like the Choshinsui.
Moreover, Tenshinhan coming to the battle with a cracked Denshi Jar was a big letdown as well. In terms of character stupidity, we also have Karin not noticing Shenron's death, despite watching Roshi and Chaozu's.
However, the arc did indeed have it's good qualities. Piccolo Daimao's ideal of letting humanity reveal their true nature was a very good concept, though we only see it in effect in the anime. The final battle between Goku and Piccolo was also very well executed, being one of the few ocassions wherein the terrain was used to each fighter's advantage. Yajirobe is also one of the most unique characters in the cast, being one of the few who just wants a quiet life away from all the fighting, yet always finds himself roped into it, making him seem very human. The segment with Kami's Temple was also a good power escalation, with Popo presenting that there's always someone stronger, along with his training philosophy of not making unecessary movements being a good step up in Goku's training. However, the Red Ribbon rehashes and Choshinsui asspull make this, for me, the worst arc to have been reviewed thus far.

Score - 5/10

Anime-wise, however, I have far more to praise the arc with, as it fixes a lot of the problems I found with the manga's portrayal. For one, the Choshinsui actually required some effort to obtain, with Goku having to prove his strength of brute force and character. After Daimao's conquest, we also actually see him follow up on his ambitions, such as the purge of martial artists, as well as allowing us to see the effects his lawless society went through. Bringing some old characters such as Suno back was also a good move, since the scenes with Suno's perspective showed a realistic take of the mindset of an average human in this helpless situation. Tenshinhan also doesn't make the dumb mistake of bringing a damaged Denshi Jar, making the fight between he and Drum far more engaging. We also get to see everyone's training, giving us a good sense of their growth.
There's only one main problem I have with this arc's filler. It isn't the Mutaito VS Goku fight, since that could be chalked up as the Pendulum Room likely creating illusions or altered timelines, due to how time travel in Dragon Ball is shown to work in the Cell Arc. My main problem, however, is the stupidity of Yamcha VS Tambourine. Not only does Bulma blurt out their secrets to a very obvious Mazoku, but despite Tambourine being able to easily kill Yamcha, he halts what could only take a second due to Daimao ordering him to go find Goku/Yajirobe. This may be the dumbest section in all of Toei's filler (which says a large amount), but I can somewhat ignore it in favour of the positives they brought the arc.

King Piccolo Arc:

This arc is one of the best arc on DB history. It's a perfect way to established a villain right after the 22nd Budokai IMO by having Krillin get killed immediately and the plot makes sense for King Piccolo to attack the martial artists right away. My only complained was on Pilaf and his gang being the one to summon King Piccolo back seems to be kinda less seriously and the way how King Piccolo doesn't know anything about the DB and how the mafuba was broken before can Tienshinhan could use it IMO. It did add a new character [Yajirobe] who made more appearance later in the series.

Like CC said, the way how King Piccolo confronted Goku is completely a copy of Tao meeting Goku back in the RRA, which is kinda boring. It also the ending was a great way to start Piccolo Jr arc as well.

22nd budokay (I know I'm late for the average score but I still want to review it):

Since this time the arc is only about the tournament (unlike the 21st budokay arc) I have to review it for the fights and the few plot points it has.
Ten Shin Han being a good guy is badly portrayed. I mean, he wants to fight without resorting to tricks, that much I can understand, but he does too much of a 180º in personality for my tastes.

The fights themselves are a huge upgrade from the ones in the 21st budokay in terms of choreography. Instead of disconnected hits that go from vignette to vignette, the action has a continuity between them and that's much, much better.

So if the 21st budokay was a 3/10 in fights, this one is a solid 6/10 to me. But the wrongs about other plot points make my final score for this saga a 5/10.

King Piccolo:

I like this arc a lot. The choreography of the fights improve a lot, the villain is something different than what we'd seen until that point and the tension with Goku's friends dying for the first time makes it very entertaining to me.
Furthermore, Goku vs young King Piccolo has one of the best choreographies of the whole manga to me, I've read that fight dozens of times only because of that.

So even if the training section was not the best, I still like it a lot. I give it a solid 7,5/10.

King Piccolo Saga- 9.8/10

Easily the best saga in Dragon Ball. Starts off with the death of Krillin and Goku rages off to go fight the one who killed him. Instantly Goku gets absolutely trashed due to hunger and fatigue. Later then we get a new character, Yajirobe. Who we see demonstrate awesome skills against Cymbal, someone who should be on par with Krillin's killer. Then we see one of the best Dragon Ball fights of all time, Goku vs Tambourine. In the anime it's even more awesome. Thankfully we don't have the filler of Goku heading to get the Ultra Divine Water in the manga, so that helps a lot. Tien then faces off against Piccolo and fights Drum. Very cool fight against Drum, I liked what they did with the Evil Containment Wave better in the anime. It doesn't make sense that Tien would forget the seal, I think Toriyama just didn't want to kill Tien off. So that hurts the saga a little bit for me. Then the fight against King Piccolo vs Goku was awesome, not to mention Goku's intro of kicking Drum. Goku's finishing move against Piccolo was perfect. This saga definitely deserves the rating I gave it. There are maybe one or two issues I have with the entire saga.

Piccolo Daimao Average Score - 7.5/10

Now, the 23rd Tenkaichi Budokai.

This arc had many pros and cons. On one side, the relevance of each of the finalists power and relations to their opponents were far more focused than in previous Budokai, such as the former master VS pupil match of Tenshinhan VS Taopaipai, or the battle of good and evil halves with Piccolo VS Kami. However, this also makes things less interesting in some regards, as there's very little surprise to what an opponent can do beyond Ten's Shishin no Ken and Piccolo's Reverse Mafuba. Power consistency is also contradicted many times. For instance, Piccolo saying the world may be more difficult to conquer with an opponent like Kuririn or Kami saying Yamcha could surpass him soon enough, yet it's made clear by the end of the semi-finals, let alone the final round, that not even the combined efforts of everyone else would stack up to the top three (Goku, Piccolo and Kami).
Furthermore on the subject of Kami, this arc makes him seem very incompetent. We see that he learnt the Mafuba from watching humans, yet are given no reason why he didn't just use it as soon as Daimao got unsealed (or assuming he learnt it from watching Roshi, before Piccolo conquered King Castle). We're also given the vague explanation that a Kami can't commit suicide, yet he was willing to kill Piccolo after Goku KO'd him, making it even more bewildering why he didn't kill Piccolo Daimao long ago if he were so willing to sacrifice himself. Why he didn't do so, rather than endangering humanity is pretty inexcusable for someone meant to think of his Planet's people. The cliche of "God works in mysterious ways" doesn't cut it for this.
Even with the focused and meaningful matches, most of them tend to be very underwhelming. For instance, the build up for Tenshinhan VS Taopaipai would've been far better had Goku not been constantly assuring everyone Ten would win easily.

Still, this arc had many positives as well, though mainly just in the focus of it's fights. Kuririn VS Piccolo was a good way of showing how much Kuririn had grown as a martial artist, Yamcha's loss against Shen was far more dignified to him than previous losses (beyond getting his nuts hurt) and the final match between Goku and Piccolo was one of the best fights in the franchise; each chapter holding an interesting twist to their battle, though the level of durability they both had, easily withstanding each other's strongest attack, was pretty bullshit. It also helped build up the reveal of Piccolo and Kami's origins in the following arc.
Despite it's flaws, I wouldn't have really minded the series having ended here. Although we wouldn't be given the catharsis to each character that we were with the Cell or Boo Arcs, it was still a solid ending for a simplistic series. Goku had grown from a naive boy in the woods to the strongest being in the world and his rivalry with Piccolo could've been treat as a perpetual struggle to keep each one focused on defeating the other. I overall didn't have as many problems as I did with most of the other arcs considered to be good end points for the series (Freeza, Cell, Boo), so this would've been a fair enough place to have cut off the series and maintained it's overall quality (especially when it's getting milked to death now).

Score - 3.5/10

Don't have anything worth noting about the anime's version, other than the post-Budokai filler making the manga better due to being a more solid end point for the arc.

Piccolo Jr arc has nothing going on really. We all know that it will be Goku VS Piccolo again and the other matches were nothing. Other than Goku/Piccolo, the only worth watching was Shen VS Yamcha which was really hilarious and cemented Yamcha as an all-time loser and the guy can never pass the 1st round for god sake with his 3 participating.

The other note watching was Tien's new moves, Krillin's performance against Piccolo and Shen/Piccolo. It was also great to see how Cyborg Tao and Shen together and Tienshinhan together.

Yeah the Piccolo Jr. arc is likely the weakest of the Budokais imo. The early matches had false tension for pretty much no good reason, like Tenshinhan magically forgetting his power drops to a fourth and yet bragging about the technique, or Piccolo and Goku both holding their power back to like less than a fifth of what they display in the final match for no good reason (which makes one have to analyze statements thoroughly to understand the power chain at all).

The final fight and the aftermath were still somewhat climactic and a far better conclusion than the 28th Budokai or GT's Goku wankage, although Piccolo being stupid somewhat detracts from it as well due to his various mistakes (turning giant, using a tracking beam ripped off from Yamcha).

Regardless I liked that Goku's growth was more or less finished in this arc (somewhat peaking around Freeza of course) and Kami's lament at least offered this arc more depth than the majority of DB arcs including Saiyan, Freeza and Cell which are credited with making the series darker.

If we're including non-canon stuff, there was a short rematch in M2.

Don't see Super ever doing a Piccolo VS Goku rematch, considering their recent sparring and Piccolo's role in general show he's incapable of measuring up to Goku's full power anymore, unless they do some hax method to make him Blue tier (Super Namek God, maybe?).

Well it would probably just a filler episode like Vegeta VS future Trunks, Great Saiyaman Vs Goku, Goku Vs Krillin etc., but a Super Namek God will be awesome!

The 23rd budokay is the weakest saga from the whole manga to me.

Boring combats, very inconsistent power-scale due to the author trapping himself because of the setting of the saga, pointless new attacks...

23rd World Martial Arts Tournament- 9/10

Not quite as exciting as the previous tournament as it lacked as much action from all of the rounds. Goku's fights were the most impressive ones. But it definitely wasn't a bad saga. By far the best fight in the tournament was Goku vs Piccolo. Goku vs Tien was a fun fight as we got to see Goku completely dominate Tien showing us how far he came. Tao vs Tien was awesome seeing Tien one shot his opponent. Krillin and Yamcha had some good shots in against their opponents, but still completely outmatched. Yamcha's was a bit more embarrassing for him until Hero revealed that he wasn't just a goof. Overall probably the third best saga of Dragon Ball. Second best tournament.

Now, the Saiyan Arc.

This arc was a big payoff in many ways and easily one of the most underrated arcs in the franchise. We got the previously hinted at origins of Goku and Piccolo, the idea of incorporating sci-fi elements was a good way at increasing the scope of strength in the series without feeling contrived and there was some genuinely good character development for Piccolo, allowing his character to come full circle. His line to Gohan of "Curse your fate, just as I do" is also one of the few occasions in which Toriyama shows a sense of subtlety, with it providing a good insight into Piccolo's introspection of himself during those 5 years.
The sci-fi elements and the Saiyans themselves are all well presented aesthetically and for the most part all function very consistently. Scouters are also a fun device that offer pros and cons for their users (tracking enemies and underestimating them respectively), though they do have some problems, such as Bulma managing to detect Yamcha and Tenshinhan, yet not Yajirobe who was outside the door or Chichi and Gyumao who were fast approaching.

Goku's training with Kaio was also quite creative, displaying a good use of Kaio's philosophy of controlling one's energy, though sadly the last training method in the series that actually develops a character's mentality without rehashing previous methods. It also succeeds in being a story told through it's battles, with a lot of turning points in a character's development occurring through them (Gohan's courage and rage, Piccolo's compassion for Gohan, Yajirobe proving his worth, etc.), along with being perhaps the most tense set of battles in the series when getting up to Nappa and Vegeta. Characters were dying one after another and Piccolo's death made the situation fully seem like one with consequences. Goku VS Vegeta displays Goku's acknowledgement of his Saiyan heritage rather than his refusal of it, though displays the necessary nurture over nature that makes it feel like fair characterisation. In this battle, the stakes are also raised by Kaioken being a big gamble due to one wrong move meaning the end. Moreover, the battle with Vegeta is easily the best climactic battle in the franchise due to being the only one in which all of the active cast remaining get to play a significant role and chip away at Vegeta, each contributing to his ultimate defeat.

There aren't many major flaws I can say this arc has, though there are a few minor ones to list. For instance, Goku saying Raditz could just remove his tail despite grabbing it being Goku's initial main strategy, or the humans getting more from a few months of Kami's training than Goku did from 3 years (though it's not a big deal, considering they were still pretty irrelevant). The only major problem I have with the arc is how Gohan's character was presented during the training segment, or rather, wasn't. One chapter we see him crying over everything, the next we see him cutting off a dinosaur's tail like it's nothing without any sort of transition for this, though thankfully, the anime fixes this. Vegeta's durability was pretty overblown too, though that's only if you compare this to later arcs, rather than doing the opposite.
Overall though, I'd say the positives it provides are ones that overall, have become rare in the franchise, such as good teamwork and keeping the stakes and consequences high, to the point I'd say this is easily the best arc of the manga other than the Hunt for the Dragon Balls Arc, with it being a downward slope from here on out in my opinion.

Anime-wise, the filler fixes a lot of problems I had with the manga, mainly the training helping show the worth of each character's progression and especially, Gohan's development. We also got a more detailed history of the Saiyans, which as long as you take the part about Planet Vegeta's Kami controlling the "meteor" as a lie of Kaio's (or a metaphor for Freeza, if you think about it), this really helps to improve the series' lore (even if Super contradicts it). It's an overall improvement of the source material.

The Saiyans saga starts with a huge plot twist, and it's the first to define how the fights in the series will work from now on. Concepts like injured fighters having less strength were already introduced, but now we're given numbers and Toriyama will respect that from this saga onwards.

In terms of emotional investment, Nappa and Vegeta destroying all the z-warriors got me even more invested that what Piccolo did back in his days.

And finally, one of the best fights in the whole series, Goku vs Vegeta. In terms of power-scaling, it may be one of the deepest fights in the whole series and in any shonen I've ever read, and even better, it gave Krilin and Gohan (and even Yajirobee) a chance to be relevant and not just fodder or spectators.

As a Dragon Ball fan, in terms of fights, this is as good as it gets. And it's incredibly good.

Here we go!

The Saiyan Arc is one of my favorite arc on DB history! From the beginning of the arc, Toriyama immediately fired the bullet of the story which hooked me up! From the beginning, a lot of information were revealed such as Goku's origin, Piccolo's origin, Gohan's potential, Goku's brother etc. It pretty much changed the previous story and so refreshing, it's not just an ordinary arc but it also lead to arguably the GOAT arc.

The first fight we got was Goku/Piccolo VS Raditz, you can really tell just how weak the Earthlings compare to Raditz. Goku and Piccolo are the strongest fighters on earth but not so much when Raditz came along like it's a dimension or something.

Anyway, turned out that we got one of the exciting character that Toriyama produced and that was Gohan. Who was completely different than Kid Goku from what we've seen on the previous series. He had a great development character along with Piccolo himself, it's just so refreshing and surreal, a guy who wanted to kill Goku turned out to be more like a father to Gohan than Goku himself.

Now as we get to the huge battle, it was a war! Nothing we've seen from the early series and the earth is on great danger. Like Krillin said, the Saiyans makes Piccolo like nothing, that's just how big deal the Saiyans are! Yamcha lose like always, Chouzu's death was so touching especially the fact that he was already brought back by Shenron which mean that there's no way he can bring back again. Nappa breaking Tenshinhan's arm was so intense! We rarely see those things since it's always been Piccolo who get his arm cut only to regenerate it later. Gohan and Piccolo's bond keeps growing and growing during the battle and Gohan was still scared which cost Piccolo's life and now Gohan has something to repay Piccolo by bringing him back by going to the Planet Namek! That's a character development right there!!!

One of the satisfying in this arc is how Goku destroyed Nappa here. Seriously, watching Nappa on anime version is just torture, I just can't wait for this guy to get his ass kicked. As Goku and Vegeta fight each other, it really showed that Goku met his challenge, the guy who is a Saiyan like himself, wants to fight like himself, and one of the villain that he has never beaten yet. And it's not just a fight, it's a war with Krillin and Gohan helping Goku and Yajirobe cutting Vegeta's tail.
