Training gains are inconsistent, so it wouldn't be a shocking if Goku couldn't close the gap. After all, Vegeta couldn't surpass CG Gohan within 7 years and Goku was only moderately stronger than CG Gohan.

In 17 years Tenshinhan couldn't close the gap on Kuririn. And on 7 years Kamiccolo didn't close the gap between him and CG Goku as well.

Pan is 4 years old EoZ and was just conceived a few months ago in BoG which makes it about 5 years

Both the anime and the manga said Goku is number 1. What more do you want?

Context: as Goku fights pure Boo
Vegeta: “Kakarot…You’re incredible…I am simply no match for that Majin Boo…You’re the only one capable of fighting him…”

Vegeta stated that only Goku is capable of fighting Boo and he called him no.1 or champion and even the anime confirm this as well in Super.

Minute: 10~11
Context: Vegeta thinks about Goku as he gets increasing frustrated with being stuck at the resort instead of training (and people in the crowd keep bumping into him)
Vegeta: “After defeating Majin Boo, there should be no doubts that he’s Number One…But he stills keeps on training anyway…And so…I…can’t…stay here…and fall…even further…”
Significance: Calling back to his “you are Number One” speech at the end of the Boo arc, Vegeta restates that Goku is Number One, but now also says he isn’t content to remain Number Two (some people considered this inconsistent with his Boo arc speech).

Considering Vegeta had no idea how Boo got so powerful (had to be told he absorbed Gohan and the others), I'd say Vegeta's simply not including Gohan and Gotenks there. He's just focused on Goku.
