Context: after Gohan asks that nobody becomes a Super Saiyan in the tournament
Vegeta: “…Well, I guess that’s fine. If nobody becomes a Super Saiyan, then the conditions are the same. My superior position doesn’t change…”

Seems kind of redundant for Toriyama to add in a panel of Vegeta saying something about Piccolo showing up changes his statement when the tournament was going to be interrupted before they even got to fight. Besides, it would be in Vegeta's nature to just go against the rule and transform if he realized he needed to.

Either way, he doesn't declare that he can win in base when Piccolo is around, so there's no solid evidence.

Gohan stated to himself that he wanted to win the tournament, yet he invited Piccolo and came up with the no SSj rule. Seems kind of weird that he would do that if Piccolo was way stronger than his base form. Unless, of course, he isn't... :manabu

Gohan expects Piccolo to go all-out when Piccolo would know Gohan needed the prize money and has no use for it himself. :manabu

That was before the no ssj rule was in affect though. He would still be getting some cash if he ends up being 3rd or 4th place.

Gohan says using Super Saiyan wouldn't be fair though. Doesn't really imply Piccolo is multi-fold above Base Saiyans considering it wouldn't be unfair for Piccolo to fight against only their base forms.

Just checked and I'm pretty sure Gohan never said it wouldn't be fair. He only didn't want to transform because of his high school friends.

Even if it is Kuririn, it still holds true, as he mentioned it was unfair to the "others" as well. :manabu2
