They're both the same rank as 2 of the 21 Great Grade Blades, though Enma is evidently far stronger naturally with the draining effect it has on an inexperienced user.

Emma is probably the strongest sword in the manga.
On its own, doubtful considering its rank as a Great Grade Blade is inferior to the 12 Supreme Grade Blades which include Mihawk's Yoru, Whitebeard's Murakumogiri and the Shodai Kitetsu.

Until we see that those swords amplify Haki then I disagree.

Isn't Shodai Kitetsu the cursed sword Zoro got back at Loguetown?

No. The Shodai Kitetsu hasn't been seen yet. Maybe it's the one that the Gorosei member has.

It doesn't multiply his Haki but it brings it out to the maximum on its own, so much so that it physically drains it from the user's body. I don't believe any of the other swords have this trait.

I think a reasonable conclusion we can make is that technically Shisui is a ''stronger'' sword than Enma on it's own, but Enma's Haki mechanic makes it a far more deadly weapon under the right swordsman.

Hitetsu did say that Enma could become a Supreme Sword if Zoro masters it so I suppose it still has room for growth.
