The writing, even dialogue-wise seems horrid. They literally just say character a is stronger than character b. I don't think that's how you write, but it's to satisfy their fan-boy thirst I assume.

Salagir said he has Canon Broly weaker than Perfect Cell, and that he made Broly so strong because some people suggested him to do so. He also kinda said he regretted making him that strong, but it was too late to fix it

2 things:

1. I changed some of the Piccolo vs Freeza fight power-levels. It's not that drastic, but still. I didn't want to change e rest of the power-levels, though because that'd be a headache.

2. Yeah, I think it'd be kind of weird if Vegeta didn't expect a huge power-up for Freeza's true-form, if his 2nd Form itself gave him at-least a 2x power-up initially. Also 3rd Form Freeza to True Form (initial) was in my opinion treated as the biggest power-up from all of Freeza's transformations.

Yeah, agreed. I don't think post Zenkai Vegeta was condierably above initial form Freeza, if at all.
