I'd say (IIRC) it was more that he got annoyed. Like he was so confident that he could dodge him easily the fact that he got hit once made him lose control.

Then why didn't Goku manage to get a hit on him earlier? Was he slowly going full-power, because IIRC they both said warm-up was over (or something like that) by that point.

Well, I think they are about the same power. The same happens in many fights where the two fighters are close in power, where one fighter seemingly dominates a portion of the fight. It happened multiple times during fights such as Goku vs Tenshinhan, Goku vs Piccolo Jr, where one would gain the upper hand, then the other would. But in this case, given that Goku seemingly took no damage from Freeza's assault prior, I don't mind having him slightly above.

Goku did seem to take damage though. Freeza even strangled him with his tail l0l.
