Final Form Freeza was almost on par with Base Goku. He would one-shot First Form Frost.

I think Frost is a threat to Base Saiyajins but not Super Saiyajins while Freeza isn't so Frost wins.

Goku has gotten stronger since then, yet First Form Frost was able to dodge and do damage on Goku.

Yeah. His assault form is basically just a fighting form, not for gigantic increases like with Freeza. 25% increase for Assault form is what I have. Final Form could have like a 30x boost.
