Cell didn't really put up much of anything. He was able to sneak behind Piccolo after surprising him with a KMHMH. Outside of that, he got knocked around effortlessly by a Piccolo that wasn't even taking him seriously.

Taken straight from the Japanese anime. Piccolo stated that his strength was still much greater than Cell's even taking into account the energy he sucked from his arm. Sure that would indicate Cell doesn't rival weighted Piccolo? The statement is probably only taking into account the power Piccolo has while weighted as he doesn't give an indication he is going to take off the weights to take out Cell.

If Cell was able to come out on top with more of an advantage, why would he have worse of a chance then he did before. Cell has Solar Flare and other things as well. He's still a problem.

The "do you think it will be that easy?" is likely referring to these techniques then, since that was what he made use of instead of getting into a melee combat. I fail to see how that contradicts Piccolo's statement that his power is much greater than Cell's.

Because Piccolo didn't consider Cell would pull off a Taiyo-ken, which was basically Cell's only way off. He immediately asked Kuririn whether that was Tenshinhan's technique. He didn't consider the prospect of Cell using that technique. Without that, I don't see what Cell could have done.

But why that's saying something about the gap? If anything that speaks more about Cell's technique that can take Piccolo off guard, not his power. It isn't implying Cell is close to Piccolo.

Cell started off by implying it'd be tough to finish him before immediately retracting that opinion.

Cell would've got washed. That's why he ran off the way he did.

I think it's because of Piccolo's back up.

Piccolo has already proven he is going to have a hard time with a weaker Cell. To speak so callously about Cell implies something has changed. Whether it be Piccolo has a special move, is willing to show his true power or is talking about the newly arrived reinforcements, something has had to have changed for his confidence to be so high.

Piccolo knew everything he needed to know about Cell. That was the only reason why he was playing limp. The very technique that made Piccolo drop his guard was disregarded as "pathetic" by Piccolo. The only thing Cell brought to the table was the element of surprise. The KMHMH itself was the thing that made Piccolo shocked. Cell himself was nothing. When Cell tried to fight back, you could see how outclassed he was.

Piccolo seemed pretty confident Cell wasn't much of an issue even before he got his arm absorbed. Once he had a better understanding of Cell, his shitty KMHMH, and what his tail can do, he was ready to pick Cell apart.

1) Cell won't talk so Piccolo says he might as well kill him.
2) Piccolo is happy that Cell killed all the people so he doesn't have to hold back fearing for their safety.
3) Their powers are grouped together by Trunks, 16 and Vegeta as both being powerful chi.
4) The battle looks like Goku vs Cell to me, with perhaps Piccolo putting in more effort than Cell needed against Goku.

Piccolo does say straight up accounting for his loss of power and Cell's gain that Cell doesn't have a chance. I guess we have to go with that indeed. However, the gap in their power, I don't think it's tremendous, it's smaller than Gero vs Piccolo for sure in my book.
