I believe that Goku did not complete his training in Rosat since Vegeta defeated Cell in M8. It's a universe explanation....

This is purely assumtion. Nothing implies so that movie 8 goku is not the same as ell games goku. They look like the same, they are equal.

We only know that gohan was nerfed as he got one shoted.

I put the Z-Fighters of M8 considerably higher than Vegeta and Trunks when they fought Cell but much lower than their Cell Games counterparts. I have Cell being 10% stronger than Goku in their fight but over I have Goku being 40% of Cell at his max. I have Broly being 50% of Cell overall.

My counter - why is Piccolo considered to be anything if he has not also gone into the RoSaT? Piccolo went in after Goku and Gohan, so it makes no snese for him to go in if Cell was already defeated. It makes it seem like Goku/Gohan went through the whole RoSaT process, but Toei nerfed the shit out of Gohan.

Cell has been defeated. Goku is not a ROSAT waster. Piccolo feeling left out, decides to give himself a go in the ROSAT because of how surpassed he is. Mr. Popo gets him out the ROSAT when everyone leaves to chase the Legendary Super Saiyan.

To be honest, I don't think that Piccolo would be a RoSaT waster either in this potential scenario. After all, he basically gave up trying to catch up to the Super Saiyans after the Cell Games, despite still having 24 hours in the RoSaT.

Well he reached his potential, no point in training anymore other than that. It fits the narrative and explains why Piccolo is so strong now.

Vegeta and Trunks are Rosat 1 level, not 2.

The gaps are relatively similar, and everyone still gets tooled by Broly either way.

I think Goku, Gohan and Piccolo just caught up to their level of power.
