That's because he isn't.

The next movie makes it even more obvious by having him come back as Meta Cooler (even if the concept has been thought-up differently from Mecha Freeza) AND invade Namek just like his baby brother. Only this time, the little hints of competence he had are stripped away from him the moment he does something so incredibly stupid that he might as well have caused his own death.

Well, at least his 5th form's design is...cooler.
