If not, who is the least powerful DBS character to surpass Gogeta SSJ4's power?

Although not as theatric as SSJG Goku/Beerus, Gogeta/Omega tells us that Gogeta's striking ability is relative to universe-threatening power. He defeats ki-gathered pre-God Goku, and pre-God Saiyan fusion, but gets stopped by God Goku after a decent fight.
