The main change in this outlook lies in more people being accepting of taking and analysing certain statements and feats more seriously that had previously gone overlooked such as S17 Arc Base Goku's feat of shaking Hell and Other World or the Universe level scaling applied to pretty much everyone of Base Yi Xing Long's level and above due to statements concerning his stronger form and durability/strength feats of weaker characters.
I wouldn't say the narrative of marketing presenting Super as the top dog should mean much when it was overall a way to popularise new material, and multiple sources such as Xenoverse have been very contradictive when it comes to their stance on the matter.
