How Strong is Trunks (vs Future Cell)

What duties would he have? He isn't some president or king of the Earth, he is a fighter. I also think he's wearing his armor as a means for the author to show he isn't slacking like Gohan.

Could be and he does look super jakked. Trunks definitely is helping rebuild the world, just as he's always been and was in all iterations. He's not just sitting around doing nothing and then training.

In Movie 9, he's at least CG Goku level, considering how he fared against opponents that could give CG Gohan a hard time when fighting him in pairs.

I think it was stated it takes a while for the time machine to be recharged for another trip. That movie takes place like one year after the Cell Games.

Irrelevant. Trunks is weaker than Vegeta, who hasn’t trained since the Cell Games.

I subscribe to the idea that Future Trunks did some kind of training at least. This is coming off decades of the Androids wrecking everyone up so it makes sense for him to be cautious about future threats.

I'd say he's around CG Goku level, if not even early-Buu Arc Gohan.
