He would've used it to find Luffy. He was able to track him down in the middle of a lake when nobody else was able to. It was just PIS from the entire crew considering WB makes it clear that he was well renowned at that point in time.

He became a Yonko 4 years after that IIRC.

If I had to make a guess I'd say he was around Luffy's level before Luffy learned advanced Haoshoku. Still one of the strongest pirates alive but not strong enough to manage anything against a Yonko.
