If everyone had no DF powers, who moves up and who moves down the rankings?

Obviously amongst low and mid tiers there'd be lots of movement.
What about in the top tiers? Do Aokiji, Akainu, Fujitora, Kizaru, Katakuri, Marco, Law, Kidd, Kaido, Big Mom, Luffy, Doflamingo take a bit hit? Or does Luffy go up, considering his strong haki? Does Garp become second to only Shanks, Mihawk and Dragon? Do Zoro, Sanji and Judge shoot up? Does Sanji become a heroin addict as well as a heroine and cigarette addict?
