It needs the voice actors. But yes. Would be nice to finish off all the arcs Toriyama was alive for the writing of.
Non-Toei would probably be higher quality, unless Toei goes above their usual standard.

Toei should lose the rights to Dragon Ball as they are a shit animation studio in practices, they just have two huge money makers in Dragon Ball and One Piece, so they can use that as leverage.
