Taking hits from someone is not a testament of strength and the only noteworthy physical feat Moro displayed was being fast enough to dodge some of SSJ Vegeta's attacks. However, Boo was unscathed by the same attacks that overwhelmed SSJ God Vegeta, so he should be right around Blue level.
