The Saiyans often make this distinction in battle when their pride comes into play, such as refusing to fuse or even being dissapointed in the God Ritual because the power had to be borrowed.

Vegetto is Goku and Vegeta combined, so as far as awareness/consciousness goes Goku can consider himself Vegetto, but Vegetto’s power is not Goku’s power. He cannot use it without merging so it might as well not even count.
