What exactly proves he was holding back a considerable amount of power in that instance?

They only survived, because either they had gag immunity(Gotenks) or somebody helped them(Trunks, Kaioshin and Hercule/Good Boo respectively).

Surviving is not a good argument so Kaioshin feats are nothing. Piccolo on the other hand has a tons of it.

The chapter talks about Boo's power and not about Kaioshin's durability or his power. Moreover, it showed how two SSJ tiers [Gohan and Dabura] are no match against Boo.

I really don't have a right answer. Kaioshin is probably stronger since Piccolo's line is a indicative of that (different dimension was used more than once to refer to strength). But Piccolo forfeited due to Kaioshin's status. That should be clear, since Kaioshin said Piccolo must have realized who he was. Also, it's up for debate if Piccolo could or couldn't sense Kaioshin. DBS even implied Piccolo cannot sense that type of chi.

I also don't feel too comfortable in having Kaioshin way stronger than the base Saiyans, even more when he said base Vegeta surpassed all of his expectations and suggested all of them to gang up on Yakon. The Daizenshuu also backs this up stating Kaioshin fears Yakon. You could counter that saying Kaioshin was just being cautious though.

It's really a tough debate. I actually have Kaioshin stronger than Piccolo, but I don't think this is set in stone. I'm fine having the opposite too.

I think I'm going to reread Boo vs Gohan, Dabra, and Kaioshin to see if it's plausible to have a >base-Saiyan tier character pull off what Kaioshin does because otherwise imo the best route is to go with Kaioshin's power being retconned.

Piccolo is stated to be weaker than Kaioshin, nothing else in the story supports or implies the contrary so it's a fact.
