The chapter talks about Boo's power and not about Kaioshin's durability or his power. Moreover, it showed how two SSJ tiers [Gohan and Dabura] are no match against Boo.

If he was weak, it wouldn't be ''eerie''.Also, they are SSJ2 tier.
If they were SSJ1 tiers, it wouldn't be ''eerie'', since even Cell could do that.

I don't see any ''eerie'' word on that fight except it says ''Terrifying Power'' which refers to Boo and you can see him toying Kaioshin.

That's what that chapter is called in the full color version.
What's so terrifying about beating up somebody weaker than Piccolo, when even Cell Games Goku could do that?

Again, Boo also wrapped Vegeta in a bubblegum string and sat on him.Him acting stupid against Kaioshin doesn't mean he held back a considerable amount of power.

The terrifying was when he beat Gohan and Dabura easily not kaioshin.

I really don't have a right answer. Kaioshin is probably stronger since Piccolo's line is a indicative of that (different dimension was used more than once to refer to strength). But Piccolo forfeited due to Kaioshin's status. That should be clear, since Kaioshin said Piccolo must have realized who he was. Also, it's up for debate if Piccolo could or couldn't sense Kaioshin. DBS even implied Piccolo cannot sense that type of chi.

I also don't feel too comfortable in having Kaioshin way stronger than the base Saiyans, even more when he said base Vegeta surpassed all of his expectations and suggested all of them to gang up on Yakon. The Daizenshuu also backs this up stating Kaioshin fears Yakon. You could counter that saying Kaioshin was just being cautious though.

It's really a tough debate. I actually have Kaioshin stronger than Piccolo, but I don't think this is set in stone. I'm fine having the opposite too.

I agree with all of this. But after rereading Boo vs Kaioshin and Gohan, I think it's impossible to have base Saiyans > Kaioshin. Look at these:

Fat Boo did held back a lot of power against Kaioshin though. The Fat Boo who fought against Kaioshin wasn't too far ahead of Goku SSJ2 and Majin Vegeta since it was believed the two fighting together could manage something against him. Fatboi at full power is fairly close to SSJ3 Goku.
