According to what was shown in the manga.

Yes, that Boo was stronger than Goku and Vegeta, yet Kaioshin wasn't one-shot by him.

That's not what I'm discussing. I am only pointing out that Fat Boo didn't use his full power against Kaioshin. That power, like you said, was the same he used against Gohan and Dabra, to which Goku believed him and Majin Vegeta could beat working together.

It's not just him surviving, it's him being treated as a measuring stick of Boo's power.

From the fact that Kaioshins best feat is one shotting Freeza and the fact Dabura who Goku compares to Cell isa monster to him, I say Kaioshin is not in the legal of the high Cell arc levels... More like Android 16 level.... I think Piccolo is stronger than Kaioshin

His best feat is destroying Boo's attack in a weakened state. Piccolo wouldn't do anything close to that. Android #16 level is a ridiculous low-ball.

Again, that's not my point. I never said he held back because he acted silly. He wasn't at true power because the power he used to defeat Kaioshin was still within a level Goku SSJ2 and Majin Vegeta could manage something fighting together, whereas his true power was unbeatable even by the three SSJs fighting at the same time. Yes, you could argue Goku still didn't know about Boo's regenerations, but Fat Boo at full power wasn't far weaker than SSJ3 Goku, thus unbeatable by even the two SSJ2 fighting together.

Besides, Fat Boo was shown to power up against Vegeta, so he indeed held back against Kaioshin.

I have Kaioshin beating Piccolo without trouble. Of course, if Kaioshin is having a PTSD flashback, then Piccolo one-shots him.

Kaioshin was stated to be in another dimension in comparison to Piccolo. He's single shots.

That was a lie by Piccolo.He didn't want to reveal Kaioshin's identitiy and made up something to explain his actions to Goku and co.
Not that I don't think Kaioshin is stronger than Piccolo, but that's not related to that statement.

Completely incorrect:

Chapter: 439 (DBZ 245), P12.3-4
Context: after Piccolo and Kaioshin's match
Goku: “That much, Piccolo?...”
Piccolo: “Yeah…Our dimensions…are too different…”
Kuririn: “Yo-you’re kidding, right? Stop joking around! I-I’ve got to fight him next”

Here we see Piccolo commenting on his strength, to the point where Krillin mentions that he's afraid as he has to fight him next. Status has nothing to do with it, it's a measurement of power.

That's what the following scenes confirm, where he asks him about his identity and freaks out.

Piccolo wouldn't give up in a non-lethal Budokai just because his foe is too strong for him, he was going to fight either Goku, Vegeta or even Gohan.

Daizenshuu also again contradicts itself.
In Daizenshuu 2, it pretty much states Kami's influence on Piccolo is what made him surrender and behave the way he did when near Kaioshin, yet Daizenshuu 7 states Kaioshin is much stronger than Piccolo.

But it doesn't state any of that. At all.
Piccolo surrendered because Kaioshin was stronger, THEN he asks who Kaioshin is and freaks out about his title.

Piccolo asks him about his identity, to what Kaioshin replies ''he'll find out soon'' and then Piccolo goes stiff and surrenders.
Kaioshin says he must have figured out his identity right after.
How does any of that reffer to Kaioshin's power?
