Piccolo states that Cell's Kamehameha ended up being so weak because he had Goku's cells from "back then". This could mean that the Kamehameha's multiplier increased a lot ever since.

I always assumed the "Super" aspect of the KMHMH was adapted to his KMHMH going forward. Like, I find it hard to believe he wouldn't use the Super KMHMH against Raditz despite being a bigger threat than Piccolo. I know the Daizenshuu said Big Bang Attack was >Galick Gun as well.

No, GT is a lot better looking. Super can make some good looking backgrounds, but the characters always look terrible.
