Vegeta may have room to toughen up because he isn't a Ssj3 and Ssj2 doesn't kill the body like Ssj3 does. So it's not impossible to see Vegeta closing in on Goku like he said he would.

Regardless Vegeta says strongest so it's not a reference to their rivalry.

Further-more, Vegeta wasn't portrayed as the 2nd strongest in Db Super. He didn't do anything of the sort.

The only known way to get stronger in Dragonball Z is by training. That was the only option Goku had taken since he was born. Obviously he's going to try to reach SSJG by going through that. He tries and fails. Why?

Why ? I don't know...because he can't reach this power in mere minutes of training, since we're talking about a power far, far stronger than even Vegito. You know ? The one who completely humiliated Boo's strongest form as SSJ, the very form with which Goku couldn't do shit against even Perfect Cell.

That's a freaking huge gain you're talking about, you know ? Besides, if Goku even bothered to train, it proves that training still allows him to gain power.

How does Ssj Goku/Vegeta compare with the two? Fat Buu is still much weaker than Gohan and GOtneks right?

But then Porunga states he can only restore Goku's power to its usual levels and he confirms they'll need to train to be able to defeat another evil version of Boo.

Seems pretty straightforward that he hadn't actually increased in power and the statement may well have been figurative after his defeat of Majin Boo

The fact Toriyama has leaned towards Goku makes it abundantly clear whose stronger.

Also, I never said Vegeta was strongest. I'm just offering a solution for people who think he is.

He clearly said that he's number 2 in the same statement. You can interpret it as a general power statement or he's just comparing himself to Goku for their rivalry. I lean towards the latter, though.

Yea if Goku and Vegeta are #1 and 2 it's pretty clear they have massively powered up since the Buu Saga. It's quite clear that Vegeta is nowhere near Gohan.

Vegeta already abandoned their rivaly in the Boo Arc by calling Goku #1. However, he then becomes number 1 after defeating Buu.

So Vegeta makes a clear distinction between whose stronger in their rivalry and whose the strongest on Earth.
