Nah, it makes more sense to take it as Kid Buu being the only one stronger than him. Even so many years after the Buu Saga and living by Gohan, Vegeta doesn't change his perception.
How does that counter the fact that Goku feels he'll need to train despite possessing SSJ3?

Toriyama has already confirmed Super Saiyan 3 as a multiplier above Super Saiyan 2 as well :king

The characters never display any increases and the only way to increase in strength is to unlock new transformations.

If there is such evidence to suggest they can do so without unlocking new transformations, please list it.

Nah, it makes more sense to take it as Kid Buu being the only one stronger than him. Even so many years after the Buu Saga and living by Gohan, Vegeta doesn't change his perception.
1)If he killed Kid Boo, obviously he'd be stronger, because Goku wasn't able to kill Kid Boo as SSJ3. Not like he was able to, though.

2)Of course, your fanmade theory, your assumption, your interpretation, make more sense than the explanation already brought by Vegeta in AT's manga.

Ah no wonder why Vegeta had no problem leaving Super Buu's body, he knew Goku would have stomped Super Buu, but Goku didn't want to use Ssj3 in front of Vegeta right? Man, this is fun.

Damnnn so Vegeta Ssj2 >> Ultimate Gohan. I love it.

What does that have to do with anything? No one unlocked a new transformation until Super Saiyan God.

Back to the point about all the characters remaining the same strength about the Boo saga, wouldn't Vegeta stating Goku will make him fall even further if he trains... invalidate that stance completely?

Hence why such a distinction is made betwen Super Saiyan & Mastered Super Saiyan, and Goku saying he couldn't get stronger.

Goku can train to master Ssj3 better but the only logical way to increase in strength is to unlock new transformations.

Goku is at his full potential, right? That's what Super Saiyan 3 does so he can't get any stronger, right?

How can Vegeta fall farther?

Ssj3 Goku > Fat Buu > Ssj2 Vegeta > Ultimate Gohan > Super Buu


Is that the correct Buu Saga chain Tosh?

Let's see...

* Goku surpassing Kid Gohan in equal forms.
* Vegeta stating that Gohan slacked off.
* Gotenks's whole training in RoSaT.
* Goku training in order to surpass Kid Boo.
* Vegeta being indignated by the fact that he'd fall further below Goku upon noticing that he's training.
* Vegeta wanting to surpass Goku without using the SSJG (episode 14)
* AT's statement about Goku powering up his SSJ, and not using the SSJ2/SSJ3 anymore.

I probably forgot some others.

Yea Super Buu is probably somewhere around Ssj2 Teen Gohan by that chain I would guess. Man Tosh logic is so fun. I see why he does shit like this, Super Buu ~ Ssj2 Teen Gohan is badass.
