Super Buu can equal 2x Fat Buu and Fat Buu = 2.5x Teen Gohan but all of them are weaker than Goku Ssj3.
Goku only increase moderately and it took 7 friggen years to do so.
The kids were still training, just slacking off.
The kids clearly had room to improve because they had never endured that kind of training before.
Goku had a hard time with Ssj3. Like I said, training to 'master' Super Saiyan 3 like he did Super Saiyan is different than training to get stronger.
Vegeta may have room to toughen up because he's not relying on the forced increase of Ssj3 like Goku is. Toriyama states that after Battle of Gods, Goku realized he can make better increases by training in Base as opposed to Ssj3. So there's friggen that!!! ;D

Vegeta said he's #2. Which means he's stronger than Ultimate Gohan, who whooped Super's butt.
So Vegeta got beat up by Fat Buu and Super Buu got beat up by Gohan. Thus we have the proper chain of
Fat Buu > Vegeta > Gohan > Super

Vegeta called Goku the strongest upon defeat Buu meaning he's the undisputed #1 (undisputed, this means that it's not debatable, Gohan or Gotenks being strong invalidates it and makes it an illogical statement. The writer wouldn't state something to lie to his reader).
So upon defeating Kid Buu Goku BECAME the undisputed #1.
a) Vegeta's rivalry is taken out of the equation at the time when he called Goku the #1 between himself & Goku, as he and Kid Buu were fighting.
b) Upon Kid Buu's defeat Goku becomes the undisputed #1.
So clearly they are stating different things and incorporating every possible fighter who could potentially surpass, including Gotenks & Gohan -with Goku being the #1 in the end.
