Buff Boo is the result of Kid Boo absorbing South Kaioshin, that's said in the manga. Not gonna say South Kaioshin provided an additional boost to Kid Boo's power though, because Buff Boo's gap over Kid Boo is implied to be gigantic.

I think the "somehow" quote may just be referring to kaioshin not knowing how Boo absorbed him, not that South Kaioshin was so strong that he shouldn't have been absorbed.

It can be pretty decent as long as you throw away the Base Gotenks > Super Saiyan Gotenks implication. Gotenks being 8x stronger than Goku isn't terribly bad. When he gets to be 100-1,000x is when people flip. 10x is a good place to be though.

My issue with ignoring the base > SSJ implications is end of Z Goku. End of Z base Goku was implied to be somewhere around Kid Boo. If you go by SSJ (pre) > base, then Goku would end up surpassing Gotenks and even Gohan by the end of Z, which doesn't feel right.

Super-Saiyan 2 Gotenks & Super-Saiyan 3 Gotenks

Not to mention, he had powered-up in the RoSaT anyway, so even if you want to nerf Gotenks, post-RoSaT > pre-RoSaT still stands and pre-RoSaT Super-Saiyan Gotenks was already higher than Goku.

Even if we take that into account, that would just make him 8x stronger than Goku which is good enough than those trolls who claimed it to 100x or 1000x. Pre ROSAT Gotenks is not higher than Goku.
