Anyway, in early Dragon Ball, Ki is not yet the most important aspect of scaling. Physical capabilities are also taken into account, which is how I account for assertions that characters got "many times stronger" within the limits of the early power levels provided by Raditz. Bear Bandit may have a battle power of 7.5 compared to Mr. Satan's 6.66, but Bear Bandit's physical strength is far greater than Mr. Satan's, so Mr. Satan would indeed lose quite convincingly.
Regarding Goku getting stronger after the 23rd Budokai, adjusting to his new family life would naturally stunt his training, and as a result, his strength would not increase much. Piccolo dedicated his time to mastering the Makankosappo, which is why his strength also didn't increase much. Everyone is also limited by a lack of access to worthwhile training. Characters in this series typically only make substantial gains when the training allows them to push themselves beyond their current limit. Tenshinhan is already stronger than Goku was after he defeated Daimao, and the only way for Goku to get significantly stronger was by training with God. The Earthlings, more specifically Tenshinhan, does not have that luxury. Goku is also limited by a lack of access to worthwhile training. Besides which, I feel like it would be noted if Goku and co. got significantly stronger in the years between the 23rd Budokai and early Saiyan arc.
