I wouldn't really cite it as a mediocre arc. It was indeed simplistic and repetitive in its structure, though at least made up for it with some solid character introductions and initial arcs along with varied locations, as well as each of the main villains offering something that helped make Luffy confronting them far more of an ideological battle to prepare him for the Grand Line with how most of them were people who's ambitions of going so far had been shattered. It's not fantastic, though I'd still say it's fairly solid (especially compared to most of the main overarching arcs to come after it).Super Saiyan said:I read through most of East Blue again.. it is sad that such a mediocre arc is far better than anything that part 2 has offered. Could be she sprouted hands to turn the cannons inward on the ship. We saw later on how unsettled he was at the idea of having D's alongside him, so much so Corazón knew Law had to run before Doflamingo knew he was a D. Law mentioning it to him in their fight was also enough to make Doffy lose his composure. He clearly fears the "D's are the enemies of the Gods" prophecy.
They could potentially become, though. And by their personality, Doflamingo should know they are the types to fight against the Tenryuubitos' way of dealing with things and against unfairness in general. The situations are different though. Doflamingo wasn't personally under threat by Luffy or Ace, so letting them go would be irrelevant to him.
