#17 had the same expression of gritting his teeth when just Base Goku managed to block his punch. He wasn't expecting to be fighting someone with that strength, especially since he thought he was a random poacher.

I think Goku's comment of ''about as strong as us'' doesn't leave much room for interpretation.

Good point about that little scuffle. I had totally overlooked it. Either way, I don't think it's enough to back up Goku's later statement as you interpret it.

Goku: “Yeah…Well, even if that wasn’t him at full force…I think that before he would have been a frightening opponent, but…7 years ago there was a guy called ‘Cell’…[Dabra]’s probably about as strong as him…”

Trunks: “Even if he really is still alive, it doesn’t matter! That jerk was helpless against Gohan! [Gohan] was about as strong as our Super Gotenks!”

There's always room for interpretation, or we'd be locked into Dabura = SPC, or SSJ3 Gotenks and Ultimate Gohan being comparable. Plus, "about as strong as us" is inherently vague; you have to logically deduce what that means. The examples I showed specifically named somebody for comparisons, and even then we still work out different interpretations among our peers.

Dabra is as strong as Cell though, which one is up for interpretation.

Those examples are bad because they aren't between characters where the difference in strength is as great as SSJ3 and perfected Blue.
