He's at the very least relevant to 50% Goku. I find myself edging him closer and closer to CG Vegeta/Trunks since those two needed senzu beans to recover from the Cell Jrs, and Piccolo is still on his feet after Gohan transforms (Obviously he needed a senzu as well). So Piccolo is pretty tough overall, and even if he is above 50% Goku he'd still be useless against Cell. I don't see an actual issue with it.

Cerll Junior fight means nothing to me. Piccolo is a weak goatling who could at most reach 30-40% of Goku's power, but to reach higher would require some substantial feats, which he lacks.

They estimated Cells true power to be higher than 50% Goku, and Trunks was surprised to hear that Piccolo didn't stand a chance against Cell by Goku. Piccolo must've realized that Goku and Cell had more in the tank then what they were letting on.

I think the story makes sense that Piccolo after training really hard and bringing out all of his potential in the room of spirit and time, has been able to get on Goku's level.

Piccolo being around 50% Goku's level and Trunks, Vegeta, Cell Juniors being around 60% has made sense to me for quite some time. I picture Piccolo vs a serious Cell Junior looking something like Piccolo vs 20. Cell Junior is not going all out from the get go and then when Cell tells him to finish them, the Cell Junior goes all out and Piccolo is getting his ass kicked, but he's strong enough to take it.

Piccolo has a similar gap with Vegeta as he did in the Androids Saga imo.

And Piccolo is clearly much stronger than fatigued Super Saiyan Goku is, which should absolutely count as a major feat. The fact that people have had Piccolo as low as Android 16 level is absolutely laughable.

Because they are desperate to make Base Saiyans > Piccolo work, meanwhile, it is impossible because the Base Boys cannot be drastically superior to 18, which means the Base Saiyans cannot be drastically superior to Piccolo, not matter how low you have him, it just won't work. They are unwilling to discard the idea of Base Saiyans > Piccolo and they let it carry over into odd interpretations of what happened at the Cell Game.

Some people argue that Goten and Trunks have much higher SS multiplers than Gohan/Goku/Vegeta so that they can be around #18 and the adults can be a lot higher than her. I don't agree with that, though. Doesn't make much sense to me.

I've always been good with Piccolo>50% Goku, or Piccolo at least reaching that level. The fact that Piccolo wants Goku to tell him he can't do shit to Cell is enough for me. If Piccolo was so much weaker than 50% Goku, he wouldn't have needed this reiterated to know where he stood because it would've been hella obvious.

We're given a limited amount of material to work with for this Piccolo since we never actually see him fighting the Cell Jr.

Piccolo watches everything from the lookout. He's seen everything that Vegeta and Trunks were capable of at the time, and he knows that Cell can best it. Piccoro then sees Galu come out of the RoSaT and senses him display his power before Karin, even though it was actually only about 50%. Goku then says he can't beat Cell like that, and after all that Piccolo still decides the RoSaT trip would be worth it.

Combine that with Piccolo still standing against the Cell Jr. and I don't think it is unreasonable at all to place him slightly above ~50% FPSS Goku -- that's still fodder level to Full Power Perfect Cell anyways.

And yea, we used to use that Goten/Trunks differing multiplier theory back in the day. Seems like too big of a stretch although, the fact that Piccolo wasn't aware of their full power is bothersome.
