What about the Base Boys?

Base boys are around #18, benefiting from a bigger SSJ multiplier themselves to allow them to be fairly close to Gohan while in SSJ.

I have him at 40%

I've always had him a little below 50% Goku. The Cell Junior fight showed that Piccolo wasn't even close to rivaling Trunks, let alone Vegeta, but he should be strong enough to not get completely stomped by the Juniors.
