I don't think Goku sensed the extent of Cell's power. He had a feeling, but still needed Karin to make a direct comparison between them. Goku said Cell's warming-up level was more than he imagined. None of these guys really measured anyone's level accurately when you think about it.

I don't think Cell is suppressing himself, he doesn't have reason to do so. I think Base Cell is his base power.

Either way, Cell and Goku both are able to sense the lion's share of each other's power. Which is incredible.

Krillin's mega sensing powers were wrong. Or the story narrative shifted.

Show me your whole numbers then. Including warm up Cell until 100% Goku. Include their expectations for Cell too, grade 3 and all. I want to see it.
