Smoker still gained a considerable power up, considering even in Tashigi's body he made Luffy use Gear 2nd. I also wouldn't place him below Sanji at all. Smoker was able to damage Vergo and fight on par with him for a while, whereas Sanji broke his leg just from making contact with Vergo.

Back on topic about Lucci, it seems like the guy next to him's definitely Spandam. The way Lucci talked to him about being a pain in the ass makes sense if it's his former boss who put a death warrant on him just for failing a mission Spandam would never be able to accomplish himself. I really want to see how Lucci came back to the WG. I assume that the high ranking members such as either the Gorosei or Akainu saw how stupid it was to let Spandam abuse his power and gave Lucci the authority he deserved.

One thing that saddens me though is that now it's pretty much confirmed CP0 isn't as strong as I thought they were. I always felt the leader was on par with the Admirals and the weakest one at least Vista level. That is clearly not the case since Spandam and Lucci are in it. At this point Lucci is probably equal to Zoro. It would be cool if he had Full Body Arnament Haki and a new version of Rokougun.d

That makes sense, CC, though with Lucci I find it weirder since he was the strongest member of CP9 in history. Kind of undercuts CP9's credibility in general if he can easily surpass that in just 2 years, you know what I mean? Not sure how else to word that. In the case of Luffy or Law, at least they're rookies who had clearly not reached their full potential yet. Just weird to me. Though I suppose even the mere addition of Haki to his arsenal could make a significant difference.

True, but tbh, CP9's credibility was undermined as soon as we got a glimpse of what's average in the New World, especially due to Kuma seeming to find it shocking that a rookie could beat Lucci. Overall, it does seem that learning Haki really helps with gains, considering how far everyone's gotten since the timeskip, including Smoker, who seemed to have already been pretty credible in experience in part 1.

CP9, despite focusing on superhuman training, were still assassins based on the first half of the Grand Line. Despite having the finesse to carry out a job, they obviously weren't powerhouses of the WG. To survive in the New World, most characters need to be at least Part 1 Lucci tier as it is, so the assassins of the New World being far stronger seems to make at least more sense than just typical Shonen progression.

Either just right or too high imo. All he did during the arc was beat Pica, which whilst an impressive feat, isn't one of great criminal notoriety. I was personally expecting his bounty to just double at best.

You don't know that. We still don't know the members of CP0 officialy.

Just assuming and going by the theory that Lucci has similar growth rate to the Supernova.
