Is this their peak strength or did they get even stronger after this point?

Important to note that they are already in their 30s by this point. If they are in their prime strength than we’d have to consider Xebec > Prime Whitebeard.

Maybe close but I don't think they were quite there yet. The story would read pretty weirdly if they were maxed out there. The Oden flashback treats WB and Roger as the peak of all power in OP. It would be weird if they were roaming the seas at that level of power for what, 15 years?

It would kinda insane if Luffy still had room to grow after becoming Pirate King. Or on the flip side, he reached his peak at age 19.

That's the thing. Luffy is clearly an anomaly in his power progression. It doesn't seem like the norm to reach full power at a young age. Whitebeard considered Shanks to be young even though he was a Yonko, and he had only reached that level 6 years prior to the start of the story iirc. I don't think Luffy is following the typical path.

Now that I think about it, Zoro could reach Ryuma level in the epilogue.
