I think that post-Arlong park saga Sanji (but pre Grand-Line, ofc) would win. Pre, I think it's unlikely with how the fights in the Don Krieg's arc were steuctured, with Gin getting the best of Sanji.

Depends what part of East Blue this is. If at Arlong Park/Loguetown, I'd give it to Sanji. If during his introduction at the Baratie though, I'd say Krieg would win considering how much Sanji struggled with Gin and that even someone as resilient as Luffy barely managed to overcome Krieg's arsenal of weapons and Sanji doesn't have the luxury of having rubber powers to help him close in.

Krieg wins. Sanji's not kicking his spiked armour. And Krieg has attacks that would hurt Sanji. Luffy would've lost if he wasn't rubber.
