You can downgrade him all you want, but it's a fact that he has way better endurance than Katakuri.

Cracker had the strongest Busoshoku that Luffy had encountered, and Luffy was logically stronger than he was in Dressrosa. Katakuri is far stronger than Cracker.

Zoro and Law needs to be closer to Luffy. Also Roger and WB were always portrayed as equals. Pirate King title/bounty doesn’t equal more strength.

Cracker having the strongest CoA is a mistranslation tbf. He actually just says Cracker's CoA is very hard, which does likely still put it over Doflamingo's CoA

Luffy also needed all the help from the coliseum's gladiators to best Doflamingo. Against Cracker he only had Nami assisting him. Plus, the biscuits get very soft with water. I'm sure Dofla could pick on that.

Doffy or anybody in his family doesn’t have water abilities. Unless the weathers in his favor I don’t see him breaking them.

I think Cracker has higher attack power overall, but he's also a mostly ground based fighter compared to Doflamingo who can fight in the air, which could make it hard for Cracker to hit him. Doflamingo also has Awakening which could potentially get around Cracker's biscuit soldiers, and every hit Doflamingo lands is going to be a lot more effective considering Cracker hates pain.

Overall, I see them as equals as @ahill1 said.

If his attack power is greater they aren't equals on a battle power scale.

A Dragon Ball battle power scale doesn't work too well for One Piece, as match ups matter a lot more in One Piece compared to Dragon Ball. It's better to scale One Piece characters via tiers imo, which Doflamingo and Cracker occupy the same general tier.

The very fact that Doflamingo is brought up as a bench mark is all that really matters. Cracker is directly giving us the chain there and then. He's strong enough to beat someone who could beat Doflamingo.

Abilities do matter, and Cracker's was definitely a factor in their fight, but at the end of the day Haki is what decides a fight in part 2 of OP. Cracker's Haki was enough to hurt G4 Luffy, something Doflamingo was completely incapable of doing.

They both have pretty similar feats though. Sure Cracker has higher attack power, but both of them managed to hold off G4 Luffy until his time ran out, and both of them blocked G3 casually.

Doflamingo's endurance is also miles better than Cracker, considering he took several G4 hits after getting his organs screwed up by Law's Gamma Knife. Cracker hasn't shown the ability to take anywhere near as much punishment as him.

You're forgetting that Luffy must be stronger by a decent amount in WCI. Any time the SHC has been tested they wind up being far stronger when they recover, as stated by Zoro I believe.

It wasn't because of his Haki though. Once Luffy actually touched him he got one-shotted. He just had a crazy OP devil fruit.

Doffy was getting blown away by several G4 attacks and was still more than ready to continue fighting, and this was even after getting damaged by Gamma Knife from Law.

Doflamingo has awakening, can fly, and his birdcage would just tear Cracker to shreds regardless of where he is. Obviously Cracker is insanely powerful, but you're treating it like a stiff ladder in regards to power levels.

G4 Boundman Luffy even pre-Future Sight was said to be superior to Katakuri in brute strength.

Does that mean G4 Luffy > Katakuri based on that alone? No, because Katakuri's Future Sight allowed to dominate the fight entirely.
