No he does not. A very clear advantage is something like Blue (pre-psychic powers) getting outright trounced by Goku. Goku was coughing up blood and quite clearly in pain after 100% Freeza's first assault which he said was a warm up, then lost half his shirt from Freeza's kiai and only took the upper hand after that due to his Ki sense and Freeza's waning stamina.

Freeza does appear to be the weaker of the two since Gokus hits did more damage to him over time but it wasn't a stomp

Goku started the fight with 100% Freeza by literally taking several of his hits without fighting back. Freeza even caught onto the fact that Goku was buying time for Bulma and the others to escape. It's not a CLEAR and DECISIVE advantage, but it's there. Freeza's Ki drain wouldn't have become evident so fast if he didn't take a lot of damage, just like how Grade 2 Vegeta didn't appear to suffer from any real strain despite Grade 2 doing a lot more of a number on the body than regular SSJ which Goku admitted was still straining.

Also Goku was able to sense Freeza's sneak attack in advance and beat him up, then fling him upwards even after Freeza was mad and serious. Goku let him hit him, you could say the damage wasn't severe since Freeza himself said that was a warm up but it's still free damage nonetheless

Goku vs. Tao literally had Tao unable to land a blow outside of the free ones Goku let him land just after breaking his sword. Goku actually coughs blood and looks like he's resisting pain when he says Freeza's warm up hits were a disappointment, I'm sure Goku was confident he could win but I don't buy him having a huge advantage here.
