No he does not. A very clear advantage is something like Blue (pre-psychic powers) getting outright trounced by Goku. Goku was coughing up blood and quite clearly in pain after 100% Freeza's first assault which he said was a warm up, then lost half his shirt from Freeza's kiai and only took the upper hand after that due to his Ki sense and Freeza's waning stamina.SSJ Goku had a very clear advantage, to the point where the Daiz Numbers for them are applicable.
Goku started the fight with 100% Freeza by literally taking several of his hits without fighting back. Freeza even caught onto the fact that Goku was buying time for Bulma and the others to escape. It's not a CLEAR and DECISIVE advantage, but it's there. Freeza's Ki drain wouldn't have become evident so fast if he didn't take a lot of damage, just like how Grade 2 Vegeta didn't appear to suffer from any real strain despite Grade 2 doing a lot more of a number on the body than regular SSJ which Goku admitted was still straining.Goku's hits didn't do more damage, nah

Goku vs. Tao literally had Tao unable to land a blow outside of the free ones Goku let him land just after breaking his sword. Goku actually coughs blood and looks like he's resisting pain when he says Freeza's warm up hits were a disappointment, I'm sure Goku was confident he could win but I don't buy him having a huge advantage here.Freeza might have been bluffing when he said it was a “warm up” attack since he was kinda tired after it too. Their first real exchange ends with Freeza looking like a fool and with his bloody nose. Now that’s real damage. Freeza then catches Goku off guard with the Nova Strike and does nothing but rip off his shirt, while Freeza already admits he’s losing energy.
In the final part, Goku is always bouncing back while Freeza is getting demolished. It looks more like Goku vs Tao.
