In episode 7, Trunks said Pan saying he was the second strongest was an exaggeration when factoring in Gohan, Piccolo, and Vegeta, but didn't say anything when Pan said Goku was the strongest.

I was seriously asking, I am not all that familiar with the early parts of GT.

It's been 15 years since Boo, I don't understand why it is a stretch for him to be stronger than Gohan now.
