Piccolo: Sweet Kaio-sama, Goku's so weak he's barely stronger than he was when he came back to Earth and yet he's whooping that fat clown something hard. Stupid Trunks don't know jack.

As Piccolo nor anyone says this though, it did not happen. We can pretty much infer that No. 19 would obliterate really even Post Yardrat Goku. In the end, Goku wasn't fightinhg at so low a level that everyone thought he was only around his Yardrat level or weaker.

Otherwise Piccolo wouldn't have to wonder if they got too strong or the cyborgs were just weaker than Trunks stated. He'd know outright that the cyborgs were nowhere near as bad as Trunks said if they can't even take on a Goku supposedly on around Namek Level or something.

I put 19 beneath Frieza initially so Goku stomps him. However Goku has no knowledge of 19's ki absorption ability so he'll just spam ki attacks and 19 will get stronger and turn the tables. Hell if Goku knew about Dr. Gero & 19's ability to absorb ki I think he can take and beat both of them at the same time.

For the reasons Brofist put, #19 likely isn't going to be stomped by post-Yardrat Goku. However, Piccolo being ambiguous towards the Artificial Humans being as strong as they heard or not implies #19 and #20 initially don't need to be much stronger than SSJ Trunks. I'd probably place #19 in between SSJ post-Yardrat Goku and Trunks, so Goku wins imo.

Gero admitted he hadn't taken any data of Namek though and was surprised at Goku's power and ability of Super Saiyan, so it's very unlikely he learnt about Freeza. He should know based on his dna being gathered for Cell, but that's Toriyama for ya.

I heard he stopped working on Cell and worked on the other androids, so him not knowing it could still make sense.

You do realize No. 20 was aiming at...not them right? You also realize that destroying a city doesn't require No. 20 to go all out. You do realize Tenshinhan doesn't rival No. 20 right?

The guy was blasting everywhere, clearly not focusing on Goku, yeah he was kind of caught off guard. Even if he wasn't, his expression clearly has nothing more than a bored tone to it. He's just like:

"Dude, Son Goku bro...I thought you wanted some room."

He clearly doesn't give a crap.
