Gero was blasting the city. He wasn't watching Goku. More likely he assumed his blasting of the city would get Goku riled up, not prompt Goku to sucker punch him.

We also disagree on Goku's power. I've got him still stronger than his post-Yardrat self until he hits the Kamehameha, since nobody mentioned such a big power discrepancy until he transformed and Piccolo brought it up.

I think Gero has been studying Goku enough throughout his life to know that if you kill people in front of him, it won't 'rile' him up. Goku the hero will do something about it. I would say Gero was so confident in his own abilities that he thought he could catch Goku attacking him or that Goku's punch wouldn't effect his ability to continue killing people.

We're going to have to disagree, then. I simply don't see how it wasn't a surprise attack by its own merit, but that's fine if you see it differently.

My main concern with your view would be #19's description of not really being anything special post-absorptions. If he was already at post-Yardrat Goku's level, or somewhere in that vicinity, gaining a buttload of power as Gero so aptly put it would curb him far into the threshold of being able to mercilessly stomp said Goku.
