To say that ''i'm gonna finish this quickly'' sounds like Goku knew how strong Vegeta was. Vegeta was shown to powered up to his full power given by his expression as SSJ and Goku should know that they're already equal.

It's an assumption to say Vegeta was at full power as a SSJ or that Goku at the moment was focusing and measuring Vegeta's power.

If Goku doesn't know how strong Vegeta was then he shouldn't say that he's gonna end the fight quickly.

Looking up to Gohan's comment, he just found out that Vegeta had SS2 since it's impossible for a Super Saiyan tier to filled the meter. A two SS2 tier can filled the meter quickly so it's not easy to guess why. There's no argument to support for Gohan using SS2 against Dabura.

In order to not damage Vegeta, he need to end the fight quickly lol. If he knew Vegeta had SS2 then he should expect that it's not gonna easy.

Stating or not is irrelevant. If Gohan did knew Vegeta had SS2 then he should state it like this

How would Goku know that he can take out Vegeta Pre majin easily despite not sensing him?

These two fighters are even in terms of battle power, but because Vegeta's fighting ability is reflective of Goku's, then he's capable of getting the upper-hand on Cell in the same manner that Goku did.
