So, we know Goku was not going all out there according to Piccolo's own words. Getting into specifics, what was he doing? Suppressing himself? Pulling his punches? Just not trying to kill Boo?

Not trying to kill Boo, most likely. His dialogue about wanting to give the kids a shot seems to lean towards this route, as well as match up with his later statement against Pure Boo.

How though? Goku's statements could mean he was holding back power as well. Nobody thought Goku could finish Boo even though he can do so as he tells Vegeta later.

There's also a guidebook that says Goku was holding back power against Fat Man.

Considering the nature of SS3 in bringing his Ki to it's current limit and expending a lot of energy, I'd consider suppressing his power impossible. Holding back his punches perhaps, but I see nothing to directly prove such. After all, he never attempted to completely envelop Boo in a Ki blast, only shooting a Kamehameha through his stomach, so he never really did much that could be considered with the intent to kill.

I think he was supressed.Goku wanted to give the kids a chance so he didn't kill Fat Buu. Also I think he can suppress himself. We don't know when Goku got SS3 but I think that he had enough training in other world to control it.

I was saying it as Goku learning to transform at will. Like he did with SS on Yardrat. I think he can supressed himself considering newly transformed SS2 Gohan didn't one shot Perfect Cell when he punch him in the gut. If Gohan could do it, why not Goku?

The difference is that SS3's Ki output and taxing nature is far greater than that of the previous two forms to the point they don't seem to drain much Ki. Also, pulling punches =/= suppressing Ki.

SS3 being a taxing form doesn't mean it can't be supressed.It just means he still have the same strain when he's supressing himself vs when hes at full power.Also're forgetting that Goku fought Fat Buu when he was dead, so he was able to control SS3 better than he did when he had a living body. The whole pulling punches is just a way of saying he wasn't at 100% against Fat Buu. Hell Goku takes a punch punch from Fat Buu and he still smiled, simliar to the way Vegeta took Android 19 punch. I'll reread the whole scene later to check things out.

That, and the SEG describes it as a form that brings the Saiyan's Ki to it's limit. Would be quite an oxymoron if this signature trait of the form could be removed.

Agreed. The whole premise of SSJ3 is bringing out a Saiyan to his upmost limit, which is likely the reason why it's so taxing on a living body. The idea of it having the capacity to consciously control it's Ki goes against the very nature of the form.

Freeza's full power was awfuly strainful over his body but he could still suppress it.

By this logic, no Super Saiyan form or Namekian fusion should be possible to supress, given how the point of transforming/merging is to make one stronger.

Goku's power is basically bleeding into even the Kaioshin realm. It just seems really weird and forced to believe that Goku would have enough control over his power to suppress it when the form is shown to be really unstable in general.

Like i told FW, Freeza's stamina issues were awful and yet he has no problems to hold back.
