Context: as Vegetto prepares his Final Kamehameha

I did not understand why Vegetto SSJB (Arc Zamasu) ~ Gogeta PSSJB.It’s hard to be specific because we don’t know if Shin even knows how strong Beerus is. The manga doesn’t give us anything on their backstory, but didn’t the anime suggest Shin had never met Beerus before?
Looking at the line, Shin isn’t even sure himself. We often take these “might be”’s to mean two characters are close, but it’s possible Shin is unsure because he doesn’t know Beerus’ power at all. He’s just sensing Vegetto’s gigantic Ki and wondering if even Beerus is up to pair.
Assuming Shin is wrong, I’d still place Vegetto above Jiren, and maybe Broly. Not only did MUI Goku not warrant such comments from Shin, but Goku and Vegeta aren’t suggested to have powered up massively if at all between the Future Saga and the Broly movie (other than Vegeta unlocking SSJBE), so Vegetto is at least Gogeta level.

Beerus at this point is the strongest god of destruction at this point even though it makes no sense considering he always sleeps and jacks off.I think the answer is obvious: Vegetto may or may not have been written to be stronger than Beerus at the time. But this may also be a moot point because Beerus keeps on getting retcons that increase his strength over time.

I think Kaioshin's statement was based on where he assumed Beerus' maximum was. I don't believe it centered around anything particularly concrete.
There's also Toyo's interview not too long after that basically left things open.

But once the whole "My mind is always on destruction. That's why there's no limit to my power" was introduced into the story, it's almost impossible to pinpoint Beerus.
