Gowasu did state that Fused Zamasu was stronger than any God he'd sensed iirc, though that brings into question if he knew the full power of a Hakaishin, since he seemed to think SS2 Goku was on Beerus' level. We'll have to wait until Vegetto VS Zamasu plays out in the manga for the best source. Manga-wise, I'd assume Vegetto would stomp until proven otherwise, since the gap between SSB Goku/Vegeta and Beerus isn't implied to be some multi-fold one. Anime-wise, it's questionable with how Beerus' full power is constantly getting retconned, though right now, I'd say Vegetto still stomps, considering Champa seems to acknowledge Goku as incredibly strong.

Champa acknowledging Goku as incredibly strong doesn't necessitate Goku being near their level. I mean, how many times has Character A said Character B is impressive or strong yet A is still far stronger than B?

Beerus still taunts Goku after Merged Zamas is defeated. You would think Goku and Vegeta would mention surpassing Beerus as Vegetto. Like "We used Potara to beat Merged Zamas! We were even stronger than you, Beerus!" This cat has been super hyped during the whole show, neglecting to mention him being surpassed seems too farfetched to me.

In RoF, Whis even said SSJB Goku and Vegeta could beat Beerus if they teamed up, implying a Dodoria/Zarbon vs Vegeta sort of gap, so they were close. Then SSJB Kaioken x10 Goku still didn't surpass Beerus in the U6 torunament. Goku and Vegeta both got stronger in the arc after that, and their fusion with SSJB was still probably weaker than Beerus. It's retcon city.

To be fair with Kaioken, the manga has ignored that idiocy in powerscaling by not having Kaioken stack on top of SSB, for now at least. The Manga of Super has semi-decent powerscaling for now, other than the SS2 Vegeta > SSJ Black > SS3 Goku mess.
